International Track & Field [T+Ger1.00_Independent]

The rom included german language too, though you can't select it. This
patch changes the language to german (story mode & traing). Maybe someone
will appreciate that - who cares ?

NOTE: Menues are still in eglish, cause the game contains only english gfx
